Standing Orders

 HARYANA STATE COUNCIL FOR CHILD WELFARE, BAL VIKAS        BHAWAN, KOTHI NO.650, SECTOR 16-D, CHANDIGARH

 

 

            Standing Orders governing the conditions of service of paid employees of the Headquarters office of the Haryana State Council for Child Welfare.

 

1.      These rules will be generally applicable to all paid employees of the Headquarters office of the Council subject to any special reservation or restriction separately prescribed by the Executive Committee in respect of any individual or of any class else of paid employees.

2.      On first appointment, all employees shall be on probation for one year which can be extended by one year, if necessary, at the discretion of the competent authority. No promotion or annual increment of pay will be admissible until the employee is confirmed(This amendment will be treated to be effective from 13.8.1991 vide Agenda item No.,14 of the Executive Committee meeting held on 13.8.1991).

3.      Pay     

a)   All paid employees whether whole time or part-time shall be entitled to receive monthly, in arrears at the rate of remuneration in return for good behaviour and discharge of allotted duties to the satisfaction of superior authority. This remuneration including the allowances, if any is described as pay hereinafter in these rules.

b)      If the pay is fixed on a progressive scale, rising from a minimum to maximum by periodical increases, each increment will need the sanction of the competent authority who may withhold or postpone the same if service is not approved.

 

      4.   Termination of service :  

 

            The appointment of a paid employees shall be terminated by written notice on either side, which shall be :

a)   15 days notice during the period of probation.

 

b)      One month’s notice when the employee is confirmed ; or on payment of 15 days or one month’s pay in lieu of notice for a) and b) respectively;

 

Provided that an employee who has served the Council continuously for a period of atleast ten years will be entitled to receive three month’s notice or pay in lieu of notice if it is desired to terminate the employee’s service.

    

      5.   Leave  

 

            Leave of absence from duty will be regularized as follows :

a)      it can be confirmed as or right and the competent authority may, at its discretion, refuse or postpone its agent or curtail any period of leave without assigning any reason.

b)      Casual Leave : As admissible to the Haryana Govt. employees. Casual leave to women employees of the State Council office should be restricted to ten days as was the practice prior to Haryana Govt. circular No.16/89-1FR-II dated 19.11.1991(vide item No.22 of the minutes of the Administrative Standing Committee meeting held on 24.11.1992 and ratified by the Executive Committee in its meeting held on 22.1.1993)

c)      Earned leave and half pay leave : As admissible to the Haryana Govt. employees.

d)     Leave without pay :  Any leave granted beyond the categories specified in sub-sanction(b) and (C) of this rule shall be treated as extra ordinary leave without pay, such leave may be granted when no other leave is admissible.

e)      Maternity Leave : As admissible to the Haryana Govt. employees.

6          Gazetted Holidays : As sanctioned by Haryana Govt.

 

7.         Provident Fund & Service Gratuity Rules   : Provident Fund & Service Gratuity Rules  have been framed separately.

 

8.         Traveling Allowances  : As admissible to the Haryana Govt. employees

 

9.         Medical Facilities :   Medical reimbursement to the Council’s confirmed employees will be allowed as applicable to the Govt. employees on the same terms and conditions. (Vide item No.,26 of the minutes of the Executive Committee meeting held on 13.8.1991).

 

10.       Leave of absence from duty for field staff :  Staff in the Nursery School will be regulated as follows:

 

i)        Casual leave :  as admissible to the other employees of the State Council.

ii)   Vacation : 15 days summer vacation and one week’s winter break will be allowed to the staff working in the nursery school.

                 iii)   a)         Half pay leave : As admissible to the Haryana Govt. employees

 

b)         Leave without pay : As admissible to the Haryana Govt. employees

 

               iv)     Gazetted Holidays : As sanctioned by Haryana Govt.

 

   v) Provident Fund & Service Gratuity Rules   :  Members of the staff.

 

11.       Appointing and Disciplinary Authorities

 

a)      Appointing Authority : Honorary General Secretary shall be the Appointing Authority in respect of all employees of the State Council. The appointments of Child Welfare Officers, will, however, be made on the recommendation of a Selection Committee to be constituted with the approval of His Excellency, the Governor-President.

b)     Disciplinary Authorities : The regular paid employees of  the State Council shall generally be governed by the provisions contained in the Haryana Civil Service (Punishment & Appeal) Rules 1987 for purpose of any disciplinary action,. Honorary General Secretary shall be the Punishing Authority and Administrative Standing Committee shall be the Appellate Authority in respect of all employees of the State Council.

Making of HCS(P&A), Rules. 1987 applicable was incorporated as per item No.9 of Financial Standing Committee meeting held on 10.6.1992 lateron ratified by the  Executive Committee meeting held on 9.7.1992)

 

12.              Interpretation and amendment to rules :

  

a)      The decision of the Standing Committee upon any matters arising under these rules shall be final.

b)      Amendments to these Standing Orders shall require the sanction of  the Executive Committee.
